All tickets have been sold for The Who concert Dec. 10 at the Carrier Dome in Syracuse, Dome officials said yesterday.

The concert will seat about 45,000 spectators, making it the largest indoor concert in the history of the Northeast, officials added.

Before mailing out tickets, Dome officials will send refunds to the unlucky rock fans who were shut out.
