The two-day vigil of hundreds of people waiting outside Budget Tapes and Records in Westminster for the chance to buy tickets for coming concerts by the rock band The Who ended abruptly March 14 and 15 for six persons arrested by Westminster police.

The persons were arrested during various incidents involving fights over places in the ticket line and flare ups among persons who had waited for two days for a chance at tickets.

In separate reports, three Westminster officers assigned to crowd control said from 200 to 300 persons waited in the line which stretched from the back door of the record and tape store at 7220 Federal Blvd. to well down the alley.

All three policemen reported numerous "violations of liquor and drug laws" among persons in the line, but said they were "powerless" to act because, one officer said, the "violations had escalated beyond our control."

All three officers credited the presence of attack dog units from the Lakewood and Wheat Ridge Police Departments as major factors in controlling what all three called "a potential riot situation."

One officer reported confronting a group of 30 persons carrying "bowling pins and empty quart beer bottles" who he had been told planned to "crash" the front of the line. All members of the group "dropped the objects" when he approached, the policeman reported.

Owners of businesses in the area reported electrical power to their businesses had been shut off by members of the crowd who had damaged switching boxes.

At one point, an officer reported, members of the crowd erupted in shouts of "burn down the doors" to the record shop and "burn the police cars." The threats were not carried out, the officer said.

Police reported no major injuries, but an employee of radio station KBPI, co-sponsor of The Who concerts, was "struck in the head with a beer bottle." Police reported a boy was taken to St. Anthony North Hospital for treatment of possible drug and alcohol overdose.

The Who concerts, sponsored by KBPI and Feyline Inc., are scheduled for April 23 and 24 at McNichols Sports Arena.

The concerts are sold out.
