THE ROCK GROUP the Who liked the way they were treated in Chicago during the winter tour, so we'll be the only city included on a return for its spring tour.

The one concert, cosponsored by Celebration/Flipside and WLUP Radio, is set for May 3 at the Amphitheatre, with tickets available only by mail order.

And the Cincinnati city council has banned festival seating and general admission at its Riverfront Coliseum where 11 fans lost their lives Dec. 3 in a mob scene prior to a Who concert.

Fortunately, there is no festival seating in Chicago.
